While certain players may be better served to look elsewhere depending on the specific limited-time agents they happen to have available. However, the Victoria Housekeeping duo offers both versatility and greater value than the alternatives. Here’s a quick ranking of the best agents to choose from the permanent banner:

Generally speaking, HoYoverse games have a steady power creep. The role where this becomes most apparent is DPS, which makes Soldier 11 and Nekomata the worst ones to build up.
